Slim to none.
And just so you don’t need to ask another question… no, there are no plans to ban cars from San Francisco.
You’re seriously the most annoying person on Y! Answers. Do you ever give up?

In Holland, there are 5 bicycles for every person. The streets are laid out with bicycle lanes separated from car lanes by post.
In most European cities, Bikes are the major form of transportation unless you are going to a neighboring city, then Euro Rail is the primary transportation. You are permitted to take your bicycle with you on the train.
Few people can afford to pay $5 – $6 per liter for gas. (liter = 33.1/2 ounces).
The US will need to make a major investment in infrastructure before Bikes become the major form of transportation. The US will need a rail / bus / subway system comparable to the one found in the European Union Countries to provide transportation to neighboring cities, the country, etc.
Currently, with the US government demonstrating its’ inability to operate AMTRAK efficiently and cost effectively, they won’t be able to operate a nation wide transportation system like Euro Rail.
If a transportation system was left to individual states, the quality would vary so greatly as to cause the entire system to be incapable of providing transportation from one state to another.

Not likely at all, but it would not bother me as I ride almost daily on my bike. In Europe, you see a lot more bikes and they have many bike paths just for cyclists. So I would love to see that. Europe have switched to Vespa type vehicles and Smart cars everywhere. Now that will probably happen here, but the way they drive Vespa’s in Italy, well you would have to just see it to believe it.
