Why do many kids bicycles’ pedals not rotate freely in reverse direction?

I have to buy a kids bicycle (20″). I noticed that pedals in many of these bicycles do not rotate freely in reverse direction. Is that a feature or a bug? It’s useful to have them rotate freely so that you can easily bring to them to starting position when you’re just starting your ride.

I have a 5 gallon tank and I want to start cycling it now. Can I add a betta fish in the tank a week or two after it starts cycling?
I have a diffrent empty tank too. When I get the fish would it be better to put it in the one thats cycling or an uncycled one untill the other is done cycling?
Also, how much water should I change when I get the fish, if its in the cycling water?

How can I safely secure two bicycles to the top of my car?

I’m going to a bike trail in a few weeks and I don’t know how to safely secure the two bicycles to the top of my car (a 2000 KIA Sportage), any tips or gidelines?
And I would also like to know what I should buy to do this (like any ropes or something like that to secure the bikes)
